Organized by the Cairo Institute for Human Rights Studies, the Egyptian Organization for Human Rights, and International Policy Magazine, the 9th Regional Forum of the Arab Human Rights Movement convened in Cairo on July 5–7, 2004. The topic of this year’s forum was “Priorities and Mechanisms for Reform in the Arab World.”
Some 100 people from 15 Arab countries took part, discussing international initiatives for reform in the Arab world and the outcomes of the three international summits held in June: the G8 summit, the EU-US summit, and the NATO summit.
The forum also discussed the Alexandria Document and the ‘Second Independence’ initiative for political reform in the Arab world, as well as the summit of the Arab League heads of state and its conclusions on reform, Arab governments’ grounds for rejecting reform, and Arab human rights organizations’ assessments of the summit.
During panel discussions, participants analyzed and assessed visions and priorities for political reform in eight Arab states: Egypt, Syria, Tunisia, Jordan, Bahrain, Saudi Arabia, Iraq, and Algeria. A panel was also devoted to the Moroccan reform experiment.
The Regional Forum of the Arab Human Rights Movement is a CIHRS initiative first launched in 1999 with the goal of fostering a discussion on pressing issues related to democratization and human rights in the Arab world, as well as the future of the Arab rights movement and the challenges it faces.
